Resolution by HTA unanimous vs. Ad Valorem election

Resolution

WHEREAS, the San Antonio Independent School District (SAISD) has called for a Ad Valorem tax rate election on November 6, 2007

WHEREAS, SAISD officials misled many district voters by calling the proposed tax increase a “rollback election”

WHEREAS, the written ballot proposal “Approviang the Ad Valorm tax rate of $1.3797 per $100 valuation in San Antonio Independent School district, a rate that is $0.13 higher per $100 valuation than the school district rollback tax rate” fails to inform voters that a “yes” vote will increase the tax rate $0.13 above the State Legislature’s mandated tax rate

WHEREAS, district voters received property tax notices from the Bexar County Tax Assessor-Collection that did not include their tax obligation to the SAISD leading many taxpayers to believe they received a substantial tax cut

and WHEREAS, members of the Homeowner-Taxpayer Association of Bexar County, Inc, along with other citizens residing in the SAISD taxing jurisdiction, have expressed their concerns regarding the misleading information provided by district officials calling the proposal a “Rollback Election” and the omission of school taxes by the Tax Assessor-Collector

BE IT RESOLVED, We strongly urge SAISD officials:

Immediately by mail and news conference inform district voters that:

1. The ballot proposal is not a tax rollback. Instead, the proposal is a tax rate increase of $0.13 per $100 valuation above the tax rate mandated by the State Legislature.

2. A “yes” vote will result in the average district homeowner paying $77 more each year in property taxes than mandated by the State Legislature.

3. Property tax notices from the Bexar County Tax Assessor-Collector did not include the tax obligation to the SAISD resulting in a substantial understatement of the total amount of property taxes owed.

After duly make motion and second, the resolution is Adopted by unanimous vote, October 20, 2007.
