Married for 26 years to to his wife, Candie, Beltran says he is a life-long resident of Southside Bexar County.

A parishioner of Mission Concepcion, Beltran is a member of St. Cecilia & Mission Concepcion ACTS Community.

A licensed Master Social Worker and licensed Chemical Dependency Counselor, he recieved his Bachelor of Liberal Arts from St. Edwards University and his Master of Arts in Substance Abuse Counseling at St. Mary's University.

Beltran is the co-founder of the Juvenile Outreach Vocational Educational Network (JOVEN) in Harlandale ISD-Southside ISD and El Carmen. He also serves as the Director of Interventions Program for runaway youth.
