A message from Lyle Larson, candidate for Congress


Candidate Lyle Larson (photos) believes strongly in core Texas values - encouraging personal responsibility, compassion for others, and supporting families. He believes that strong families are the foundation for a prosperous society, and that a compassionate government recognizes their importance in fostering successful communities, happier homes, and healthier lives.

He is personally opposed to abortion on moral grounds and, is committed to leading our Nation toward a culture that values life - the life of the elderly and sick, the life of the young, and the life of the unborn. An important element of any compassionate approach to the right-to-life issue is the availability of a strong and active adoption program.

Fostering Adoptions...
As a member of the Bexar County Commissioners Court, through the Bexar County Child Welfare Board, Lyle Larson has worked diligently to fulfill the dream of foster children to have a loving family. Bexar County currently leads not only the state, but the nation, in annual adoptions. In 2007, 974 foster children were adopted and given permanent homes with "forever families." Currently, Bexar County is the only Texas County that processes adoptions on a monthly basis, with a formal adoption celebration at the end of each month.

The Bexar County Child Welfare Board, through Commissioner Lyle Larson's leadership, recently developed and implemented two new programs in an effort to improve and expedite the adoption process. Commissioner Larson has made adoption a top priority by ensuring the continued funding of Project SWIFT and Project PUSH.

Project SWIFT was developed to streamline the adoption process and allow for adoptions to be completed in an expeditious manner. Commissioner Larson led the effort to secure $110,974 in funding for 3 additional caseworkers for the 2007-08 Fiscal Year. The sole responsibility of these caseworkers is the adoption process; therefore, each adoption can be fulfilled in a minimal amount time, increasing the overall amount of adoptions.

Project PUSH is a unique program implemented by the Bexar County Child Welfare Board in 2003. Project PUSH was developed to encourage the adoption of children by stable and caring family members in order to promote stability in the lives of the children. Relatives of the foster child are carefully and thoroughly screened to ensure that they are capable of providing the utmost care to their adopted child. The Commissioners Court provided $109,216 in funding for Project PUSH for Fiscal Year 2007-08.

In addition to Projects SWIFT and PUSH, the Bexar County Commissioners Court supports various public awareness activities to publicize the need for adoptive parents and to attract capable and loving potential parents. A key public awareness campaign, The Heart Gallery, utilizes professional photographs of older foster children and displays them in expositions throughout the community. Professional photographers donate their services and provide large framed photos of the children. Additionally, Commissioner Larson annually sponsors a Proclamation publicizing "Adoption Awareness Month" before Commissioners Court.

As your elected representative, Lyle Larson will work to implement similar programs for families throughout Texas Congressional District 23 and the rest of the country.
