Association for Women in Communications sponsors ‘When Rights Collide’ FOI program

Three well-known experts will form a panel to discuss “When Rights Collide: Freedom of Information (FOI) in the Internet Age” from 11:30 a.m.-1:30 p.m. Tuesday, March 27th @ Tomatillos, 3210 Broadway.

The San Antonio Chapter of the Association for Women in Communications (AWC) is sponsoring the event. Admission is free, and lunch is dutch treat. To make reservations, send your name to

Panelists are:
· Mark Cannan, attorney and specialist in media law and defamation, and long-time San Antonio Express-News attorney;
· Lawrence Morales, attorney with The Morales Firm and a specialist in social media and employment law; and
· Richard Rocha, former Deputy Press Secretary for the Immigration & Customs Enforcement (ICE) in Washington, D.C., and current ICE coordinator with special outreach to local law enforcement.

Cannan will address changes in FOI requests due to security and/or privacy issues (real or imagined) as well as the rise of “Citizen” Journalism (via Internet, Social Media, Smart Phones). A UT-Austin Law School graduate, he has represented media clients since the 1970s, advising on hundreds of FOI requests, giving prepublication advice and defending them in defamation litigation.

Morales will discuss how employers use social media and what rights employees have to their “own” information. He will also explore some of the latest “ripped from the headlines” news stories concerning how employers use customer information and whether or how the government can access customer data. He is a frequent speaker to both lawyers and laypersons regarding the use of social media in litigation and other legal arenas.

Rocha has worked for ICE, under the Department of Homeland Security, for over five years – mostly in D.C. – where he was the Deputy Press Secretary, responsible for ICE Public Affairs Directors across the country. Before working for ICE, Rocha spent seven years in TV news as a reporter, producer and news director, so he’s been on both sides of the news. He will give the government perspective on how citizens' rights to protection and security bump up against the rights of individual citizens (legal or illegal).
