Michael Steele's election as RNC chair offers the party an opportunity to modernize its infrastructure as well as its image. Let's be clear: the party chairman doesn't 'run' the party. Instead the party is run by millions of individual Republican voters across the country who provide the voice and effort required to put Republican policy principles into action.
