Commissioners create Community Venues Program Office, name director
Commissioners Court unanimously approved the creation of the Community Venues Program Office on Tuesday and named Michael J. Sculley as the director. Sculley previously served as a consultant guiding the County through the process of developing the $415 million visitor tax program.
Sculley will serve as the County’s point of contact regarding the venue projects that were approved by voters on May 10. He will oversee development of the contracts and inter-local agreements with the individual groups and oversee the development and implementation of each project.
“There has been a lot of focus on the funds, where they will be spent and the kind of oversight we will have,” Precinct 3 Commissioner Lyle Larson said. “I think it’s incumbent on the County to have some control mechanism in place.”
Before moving to San Antonio Sculley was president of the Maricopa County Sports Commission in Arizona. In less than ten years he took the organization from inactivity to delivering more than $100 million in economic impact.
Sculley’s career has a range of public and private sector work, including two years as assistant to the executive director of the Fiesta Bowl, development officer at Phoenix Memorial Hospital Foundation and a college-level coach and assistant athletic director.
The Community Venues Program Office also will include an office assistant, legal counsel and a paralegal. All costs associated with the department will be paid for through venue tax revenue.
In other agenda items related to the venue tax program, Commissioners Court approved an order continuing the collection of the 1.75 percent hotel/motel tax and 5 percent car rental tax, as approved by voters May 10. A separate resolution continues the Venue Project Fund that was established in 1999 and is required by law.
