Gov. Perry signs State Rep. Mike Villarreal's Homeowner Bill



Governor Signs Bill to Protect Homeowners Appealing Property Tax Appraisals

Austin - Just as homeowners are going through the 2011 property appraisal appeals process, Governor Rick Perry signed Representative Mike Villarreal's (photo) legislation to ensure Appraisal Review Boards (ARBs) are independent of appraisal districts and responsive to homeowners. HB 1887, the "ARB Independence Bill," prohibits appraisal districts from attempting to unfairly sway ARB members against taxpayers who appeal their property tax appraisals. The bill bans appraisal districts from training ARB members or communicating with ARB members about individual cases outside of formal hearings.

"The bill ensures Appraisal Review Boards have the independence they need to protect homeowners from unfair property tax appraisals," said Rep. Villarreal. "To those homeowners appealing their appraisals, I am happy to tell you this new law will make sure the deck is not stacked against you."

The bill builds on legislation that Rep. Villarreal passed in 2009 directing the Comptroller to train ARBs and ensure they have the information and capacity to give homeowners a fair hearing.

The bill will take effect on September 1, 2011.
