Update: Panhandlers Initiative
The City Council Governance Committee has reviewed the issue of panhandling and has forwarded the request to a special committee made up of SAPD, City Attorney's Office, Park Police and Community Representatives. Their charge is to study Best Practices of other communities to include Dallas, Fort Worth, and Austin as well as review national best practices.
Areas of concentration include the following:
Designing an ordinance that is easily enforced by SAPD
Penalties that are disincentives to the practice of panhandling
Review how Municipal Court manages these offenders and the money that they earned through this illegal practice
Educate the public to give responsibly to reputable organizations or churches
Come up with a new ordinance that will work for San Antonio to address the issue of the professional panhandling
The Public Safety Committee will review the committee's findings and recommendations in March 2011.
