Judge Carmen Kelsey, (photo) is the 2008 Pioneer Award winner for her leadership in government as 289th District Judge. She was awarded the honor by Commissioner's Court.
Judge Kelsey was the first African-American appointed as a Judge in Bexar County by then Governor Ann Richards in 1992. Two years later she was the first African American Woman to win a seat on the district bench.
