Governor Perry signs bills that help Texas Veterans, 7-31

Gov. Rick Perry (photo) today ceremonially signed Senate bills (SB) 297 and 93, which significantly strengthens Texas' commitment to veterans and their families by enhancing their ability to apply their hard-earned educational benefits at Texas colleges and universities.

"Military service places unique demands on the men and women in uniform and their families, and as home to the second most active military duty families in the nation, Texas owes it to them to support their families and welcome them honorably when they return," Gov. Perry said.

"Last year, I called on the legislature to extend in-state tuition rates to eligible veterans, and Senate Bill 297 not only grants that request, but also extends that benefit to the spouses and children of our eligible veterans, and waives tuition completely for the children of Texas residents who have been deployed."

SB 297 provides in-state tuition for veterans who are eligible for federal education benefits, and to their spouses and children. The bill also provides a tuition exemption for dependent children whose parent is a Texas resident deployed on active duty overseas.

"Remembering our service members is more than just a moment of silence on Memorial Day, or the raising of a flag on Veteran's Day, it is an unwavering commitment to our veterans for their service to all of us," Sen. Leticia Van de Putte said.

"As chairwoman of the Veteran Affairs and Military Installations, I am honored to play a role in remembering their courage and sacrifice and will continue to search for innovative ways to assist our veterans and their families.

"SB 93 makes three important changes to the Hazelwood Act, which allows eligible veterans, their children and spouses to receive an exemption from the payment of tuition and most fees for up to for up to 150 semester credit hours of state-supported classes at colleges and universities.

"It allows the spouse of a service member who was killed in action, died while in service, is missing in action, whose death was caused by a service-connected illness or injury, or who became totally disabled for employment purposes as a result of a service-related injury to claim the Hazelwood Exemption.

"It creates the Hazelwood Legacy Act, requiring the Texas Higher Education Coordinating Board to allow veterans who are eligible for the Hazelwood Exemption to waive their rights to any unused portion of their maximum hours and transfer it to their child.

Rep. Joaquin Castro said, "SB 93 will ensure that all honorably discharged veterans and their dependents receive the education benefits that we have promised. I am proud to have been a part of this effort for Texas veterans, who sacrifice so much for this country."

"San Antonio has a strong history of support for both the military and higher education," Rep. Frank Corte Jr. said.

"It is a great honor to see these bills which will benefit our veterans in obtaining their education signed here at UTSA."

Councilman #8 Reed Williams to hold town meetings

In order to keep you updated with what's happening in District 8, I will hold town hall meetings twice a month at our local libraries. These meetings will give you the chance to ask questions and provide input to me and city staff about current and future projects in our community.

SB 93 - Hazlewood (HW) Legacy Act (LVP/Castro)
The HW Act provides an exemption of tuition and fees, other than the deposit and student service fees for up to 150 semester credit hours (also excluded are any fees for books, lodging, board or clothing) to an eligible Texas veteran. This legislation clarifies how the Texas veteran can establish his/her eligibility for HW benefits; it does not make distinctions between citizens and legal residents on educational benefits for veterans. Therefore, the bill aligns the state HW benefit with the GI Bill. Additionally, the legislation allows a veteran to transfer his/her unused HW benefit to his/her child. Also, the legislation allows the spouse of a fallen veteran to utilize the unused HW benefit if the veteran was KIA, MIA, or totally disabled.

SB 297 - In-state Tuition & Fees (LVP, Ogden/Corte) Allows non-Texas veterans and their families to immediately pay in-state tuition and fees at a public university or college without requiring that they wait the one year to establish Texas residency. Additionally, if a military parent is deployed to a combat theater, that parent's child(ren) is(are) exempt from paying resident tuition at a public institution of higher education while that parent is on such a deployment.

I was born and raised in San Antonio, Texas. I attended Robert E. Lee High School and graduated in 1975. I received my BA in Goverment from the University of Texas at Austin and my law degree from UT at Austin in 1983.

Over the past 26 years, I have enjoyed a wide variety of experiences in my legal endeavors. In 1984, I was hired by the Texas Attorney General's Office and was assigned to the Criminal Law Enforcement Division. From 1984-1988, I had litigated at all levels of both state and federal court, including the Texas Supreme Court and the United States Supreme Court. I returned to San Antonio in 1988 and held the position of Assistant District Attorney until 1990.

During my stint in the DA"s office, I was assigned to numerous divisions, including the Family Violence Unit, where I both prosecuted criminal cases and obtained Protective Orders on behalf of women and children.In 1992, I was appointed to a full time position of Judge by the City of San Antonio.

I held that position for two years.Since 1994, I have owned and operated the Law Office of Gabe Quintanilla, where I handle both criminal and civil matters. I also work parttime for the City of San Antonio as a Judge.In 1995, I was elected as Trustee for the North East Independent School. From 1995-2005, I represented the southern portion of NEISD and advocated for the reconstruction and refurbishment of the schools in that location. In 2000, I was elected as Chairman of the Bexar County Democratic Party.

I held that position for four years and helped raise more money for the Bexar County Democratic Party and local candidates than anyone else in recent memory. During my political career from 2000 to 2004, I have been interviewed and quoted by local, state and national media, including the New York Times, the Washington Post, the CBS Evening News, ABC, NBC and various cable programs including, but not limited to, the Dan Abrams Report.

Grassroots hail new Chair of MPO

Adkisson retains power to set agenda, declares war on toll roads

Commissioner Tommy Adkisson officially became Chair of the San Antonio-Bexar County Metropolitan Planning Organization (MPO) Monday, but not without the usual powerplays and controversy that have surrounded toll roads in San Antonio.

A proposal to change its bylaws to strip the Chair of the power to set the MPO agenda and give it to the Executive Committee, was thwarted, after an intense debate, due to the failure to properly place it on the agenda.

But the media left thinking all the fireworks had gone off only to Miss the flame that ignited later in the meeting over keeping 281 and 1604 in the toll plans.

Five San Antonio women attend Yale Law University seminar

July 14th, 68 women from across the country and around the world converged at the Women's Campaign School at Yale University's Law School in New Haven, Connecticut. Women came from as far as the Sudan, Bosnia, Mexico, Afghanistan, and Slovakia.

The group also included women from San Antonio. The Women's Campaign School is a nonpartisan, non-advocacy, political campaign training program. Their mission is "to provide the very best training in the world for women who want to run for office or who want to move up to higher elective office. We train women to run political campaigns, and to advance their careers in public life in political environments.

"We train women leaders who are capable of building relationships regardless of political point of view." San Antonio was fortunate to be well represented by four phenomenal women as students and another amazing woman who sits on the school's board of directors.

Aida Rojas & Dinorah Diaz are two well-established and respected attorneys who are solo practitioners with practices that encompass civil litigation, family law, criminal defense, and an array of other practices of law. Both Rojas and Diaz are candidates for judge of local district courts. Diane Arevalo comes from a long line of community activists and politicos with a history of service to San Antonio.

Diane is currently employed at Ticketmaster and assists in planning local political campaigns and fundraisers.

Olga Kauffman is a San Antonio fundraising consultant with a demonstrated commitment to the women and children of our great city. The four San Antonio women who attended and participated in the Women's Campaign School were recruited by and encouraged to apply to the program by Rosie Gonzalez, an alumnus of the campaign school (Class of 2007) who now sits on the Board of Directors as their legal counsel.

Gonzalez is a local attorney with a Family Law practice that focuses on child abuse litigation, and consults with local women candidates about how to run successful political campaigns for public office.

The women participated in an exhausting and grueling five-day curriculum that began each day at 8:15 a.m. and ended about 8 p.m. The participants were exposed to an array of tremendous women speakers who schooled them on a number of subjects and skills necessary to run a successful campaign for public office.

Topics discussed included how to write campaign speeches, developing image, how to make the decision to run, video presence consulting, polling, developing image and messaging, communicating via paid media, maneuvering through social media sites, web site development, GOTV strategies, fundraising, campaign budgeting and more.

"Rest assured that our ladies left Yale feeling like they are poised to run for city council, judge, state rep., Governor, Congress even President of the United States!" says Gonzalez.The Women's Campaign School takes place every year in July and is always seeking qualified, motivated and ambitious women to carry the torch to political victories. SA Assoc. of Hispanic Journalists honor Maria Elena Torralva

San Antonio Association of Hispanic Journalists will host its 11th Annual Scholarship and Awards Gala on Thursday, July 23, at the Westin Riverwalk Hotel, 420 Market St. A reception and silent auction will begin at 6 p.m. followed by a dinner and gala at 7 p.m.

Over the last few years, the San Antonio Association of Hispanic Journalists has recognized people in the community who broke down barriers in journalism. This year, the SAAHJ will honor a woman who led a remarkable career from school teacher to television and newspaper executive with the Henry Guerra Lifetime Achievement Award for Excellence in Journalism.

San Antonians first met Maria Elena Torralva in 1975 as host of public service programs on KWEX-TV and later KMOL-TV. She rose to be a television executive and later a Hearst newspaper executive. SAAHJ also will honor a group of San Antonians who as high school students in 1968 led a walkout that spurred a school finance equity fight that reached the U.S. Supreme Court with the SAAHJ Community Service Award.

The students in that early political fight helped produce a generation of activists, educators, scholars and professionals, many of whom remain in our community.Another highlight of the evening will be the presentation of SAAHJ's annual college scholarships to deserving journalism students.

"Through the years, we've identified a strong group of students who have gone on to do great things in journalism and will continue that tradition this year," said Dino Chiecchi, president of the San Antonio Association of Hispanic Journalists.

The SAAHJ gala benefits the SAAHJ Foundation, established to help encourage more diversity in newsrooms. Scholarship recipients will become the journalists, public relations professionals and advertising experts of tomorrow. For nearly a decade, the San Antonio Association of Hispanic Journalists has been awarding scholarships to Bexar County residents majoring in journalism or communication.

Over that time, an estimated $100,000 in scholarship money has been distributed to promising students looking to further their education. Established in 1986, SAAHJ is comprised of local journalists, public relations professionals and students interested in communications or the public relations industry.

Taxpayers Fight City Hall and Win

Aa Travis County District Judge ruled against Friendswood city officials and in favor of five citizens who fought City Hall to support their city charter. The landmark decision sets a precedent.

“This is a huge victory for Texas taxpayers,” said Peggy Venable, Texas Director of Americans for Prosperity Foundation, “as this case has ramifications across the state.”

Ms. Venable added: “The Friendswood Five are heroes of the taxpayer. They challenged City Hall, endured multiple attempts to have their voices silenced, and set an example for oppressed taxpayers everywhere. Today, the 53rd District Judge agreed with the taxpayers and AFPF that citizens possess an inherent right established in the Texas Constitution for local voters to have the ability to limit their local governments above what state law. I congratulate the Friendswood Five for their hard work and bravery.”

This ruling comes as a result of a lawsuit filed by the City of Friendswood against its own residents, asking a state court to allow the city to issue debt in spite of provisions outlined in the Friendswood City Charter that bar any debt that isn’t approved by the voters. Americans for Prosperity Foundation–Texas (AFPF-TX) filed an amicus brief in this case supporting the position of the Friendswood Five. AFPF-TX stated to the court that the people of Friendswood “have declined to grant such flexibility in funding for government acquisitions and expenditures to their elected officials without their express approval in a bond election. The court must heed that exercise of sovereign power.”

On Tuesday, July 14th, more than a dozen Friendswood residents attended a hearing on the case to protest the city’s actions. Five of the residents – Janis Lowe, Deborah Winters Chaney, Mel Austin, Kathy Rogers and Leslie Rocque – hired an attorney to represent the interests of the Friendswood voters. Dubbing themselves the “Friendswood Five,” they presented the case that 1997 a voter-approved city charter is the highest authority under which a city operates, according to the Texas Constitution.

Judge Scott H. Jenkins, 53rd Judicial District Civil Court , agreed. In his final judgment he ruled in favor of the citizens.

“A true democracy has elected officials working for their constituents. Our Friendswood City Council has a different view of their authority,” said Mel Austin, former member of the city council and one of the Friendswood Five. “The issues facing us were simply our rights as taxpayers and our responsibility to police our government. Without citizen oversight, governments abuse their authority, ignoring their responsibility to serve the citizens they represent.”

Friendswood Mayor David Smith and attorneys representing the City of Friendswood argued last week that state law actually prevents people from being able to limit their local government when it comes to issuing debt. A bond attorney testified on behalf of the city of Friendswood that other cities in Texas – including Houston – have gone against their city charters to issue debt.

“’Because other cities do it’ is not a good enough argument for violating a city charter,” said Venable. “We hope that city leaders across the state take notice that they work for the taxpayers and are required to follow their city charter.”

Walker Report finally hits the half million mark today!!!


At midnight yesterday we were 104 hits shy of half a million. Sometime in the middle of the night we surpassed the 500,000 mark! As of this moment we have passed it by over a hundred. What can we say? We did it!!!!!!!

So now that we have reached a milestone, we must continue on and look to pass the million hit mark. It will take some time, but time we have. Thank you to everyone who checks out the Walker Report on a daily basis. We will continue to cover Bexar County and then some.

We are now into the next cycle of election fever. Candidates (both Republican & Democrat) send in your information on your campaigns. Remember we are an equal opportunity information giver. We stay neutral and stay fair and balanced as best we can.

Early Saturday morning, 4th of July, the Order of Granaderos y Damas de Galvez conducted a ceremony to celebrate Spain’s contributions to the American Revolution at the Fort Sam Houston National Cemetery.

Many in attendance had been sitting quietly and ready for the start of the ceremony. One symbolic shot was fired that will always be in the history books “shot heard around the world” when the American Revolution had started.

The event then began with a procession to the cemetery circle by military, civilian and veterans organizations presenting floral wreaths honoring the founding fathers who lost their lives so that America may continue to live free.

100 Club of San Antonio Annual Spaghetti Dinner, 7-12

The 100 Club is a non-profit organization that benefits fallen Firefighters and Police Officer families. www.100clubofsanantonio.org

Everything the 100 Club does is based on contributions. I know that times are tough for everyone. About 10 years ago the Christopher Columbus Italian Society decided to have a fundraiser for the 100 Club. You guessed it, spaghetti.

Ever since this event has been a major fundraiser for the 100 Club. Last year through corporate sponsorships and ticket sales we were able to raise over $27,000. We also served a little over 3000 plates of spaghetti and homemade meatballs.

This money was divided up between the children of Firefighters and Police Officers killed in the line of duty and added to their trusts.Sunday, July 12th starting at 11 a.m. with continued service until 6 p.m.. (don't wait until 6 because it will be all gone) we will be serving a heaping plate of spaghetti with meatballs, bread, and a salad for only $7 per plate.

You can either dine in and enjoy the atmosphere or you can bring a container and get the spaghetti to go. If you don't know the meatballs are all made from scratch and are rolled by hand the Friday before. The sauce is also made from scratch which makes this the best plate of spaghetti and meatballs you will ever have.The event takes place at Columbus Hall located at 100 Piazza Italia.

The South Texas Women's Business Center (STWBC) has kicked off its first annual business plan competition. The finalists of the business plan will be judged at STWBC's Women's Business Symposium on August 28th at the Norris Conference Center at Crossroads Mall, 4522 Fredericksburg Road, during the Symposium's luncheon.

Business plans are being accepted throughout July and the deadline to submit is Monday, August 3rd. The businesses must be 51 percent woman owned, in business for at least six months from August 1st, and not exceed revenue of $250,000.

Entries should be no longer than 10 pages and financials submitted should be a minimum of two pages. The winner will receive a prize package valued at $5,000. Winner must be present in order to win.

Humane Society of SA to sponsor Paws in Prison Program

The Humane Society of San Antonio is proud to announce that on July 6th, three adoptable dogs will enter the Paws in Prison Program in Lockhart , Tx. Humane Society staff will transport the dogs with all necessary supplies to the prison and each dog will be matched up with a woman inmate who will take the role as their handler.

While Greta, Candycane, and Sierra Landcaster are incarcerated, they will be housed with the inmates who will train, socialize, and teach them basic obedience. A professional trainer will show each handler how to train their dog for the AKC Canine Good Citizen Title, which in turn will add to their adoptability. These dogs will be available for adoption during and at the end of their eight week training period. A graduation ceremony will be held at Lockhart prison to celebrate the accomplishment of dog and handler.

“This program is not only beneficial for the dogs that receive unconditional love throughout their stay but also builds self esteem for the women inmates,” says Kathryn Bice, Executive Director of the Humane Society of San Antonio.

A crowd of several hundred patriotic Americans gathered on the steps of the historic Kentucky State Capitol this July 4th to protest. There were many issues represented, but the main issues were excessive government spending, huge deficits, high taxes and government intrusion into our daily lives. A boisterous crowd from all walks of life listened to patriotic music and applauded speeches. Many felt the country has taken a hard left turn towards socialism under President Obama and the current Congressional leadership.
